2. The Secretary of the Commission submitted status report on compliance of directives of tariff order dated 28.02.2019 and directives dated 01.09.2020.
3. The report submitted by the Secretary taken on record. Based on the brief submitted by secretary, Commission expressed it’s displeasure on:
i. Delay in release of large number of HT connections
ii. Poor progress in installation of distribution transformers (DTRs)
iii. Delay in separation of agriculture feeders to provide 7x24 hours supply to 717 consumers of Durg OM circle
iv. The percentage of Stopdefective meter is about 6.5% against the norms of 2.5%, which is very high
v. Actual expenditure by CSPDCL is exceeding the cost as approved in the CIP with no explanation.
4. Based on the above observations, the Commission directed the respondent to submit detailed report on the above mentioned issues before the next date of hearing. Copy of the report submitted today by the Secretary be provided to the respondent CSPDCL.
5. The case be listed for hearing on 01.12.2020 at 04:00 PM. The Managing Director of CSPDCL is directed to be present personally.

2. In compliance to the Commission’s order dated 10.11.2020, the respondent submitted status report on compliance of Commissio’s directives.
3. After deliberations on the status report, following directions are issued to CSPDCL.
a. Expedite all pending 20 line extension works for early release for HT connection
b. Submit status report on 15 cases pending for clearance due to delay in Government approval under section 68 of E.A. 2003 and statutory clearance by CEI
c. As per status report large number of distribution transformers are not provided with meters. In the absence of DT Meters, assessment of consumption in agriculture pump is getting over estimated. MD was directed to complete installation of meter at all distribution transformerseparate agriculture feeder supplying power to pump sets in a mission mode.
d. Impleametion of capital works for providing separate consumer connection to the 771 consumers of Durg circle be completed by March 2021. During the review, CSPDCL was informed that to resolve the issue of supply to the consumers connected with separate agriculture feeders, Gujarat Vidyut Vitran Company has developed a special arrangement. Commission directed CSPDCL to make study of Gujarat Model and same should be impleamented in Chhattisgarh to provide uninterrupted supply to the consumers connected with Atal Jyoti feeder and separate feeder.
e. As per the status report, the percentage of stopdefective meters is more than 6.5% whereas permitted limit is 2.5%. MD, CSPDCL informed that company has already placed orders for supply of consumers meters in bulk and assured that CSPDCL shall ensure to reduce the percentage of stop defective meters to below 2.5% by March 2021.
f. MD, CSPDCL has assured to file revised capital investment plan to regularize the expenditure already made in excess of the approved limit.
g. MD, CSPDCL informed that effective steps have already been taken for reducing the arrears. He assured that status report indicating arrears as on 31st March 2021 shall be submitted by 15th April 2021.
h. Commission expressed its displeasure on non-compliance of RPO and directed CSPDCL to ensure its compliance.
