Constitution

The Chhattisgarh State Electricity Regulatory Commission was constituted by the Government of Chhattisgarh vide Notification No. 3190/S/E/2002 dated 23/8/2002 read with Notification No. 432/R/352/03 dated 11/5/2004. The headquarters of the Commission is situated at Raipur. Presently Chairman of the Commission is Shri D.S. Misra  and Member of the Commission is Shri Arun Kumar Sharma and Shri Vinod Deshmukh.

छत्‍तीसगढ् के मूल निवासी श्री अरूण कुमार शर्मा ने शासकीय अभियान्त्रिकी एवं तकनीकी महाविदृाालय, रायपुर से वर्ष 1977 में मैकेनिकल अभियान्त्रिकी में स्‍नातक की उपाधि प्राप्‍त करने के उपरांत भारत के सर्वोत्‍तम उर्जा संस्‍थान एऩटीपीसी लिमिटेड में कार्यपालक प्रशिक्षु के रूप में अपनी व्‍यावसायिक जीवन प्रारंभ की एवं पदोन्‍नति प्राप्‍त करते हुए कार्यकारी निदेशक के पद पर पहुंचे । इस अवधि में उन्‍हें उर्जा क्षेत्र के विभिन्‍न पहलुओं से अवगत होने का अवसर मिला।

एनटीपीसी में अभियंता से लेकर कार्यकारी निदेशक के रूप में प्रबंधन में भागीदारी निभाते हुए उन्‍होंने प्रारंभ के लगभग 9 वर्ष बदरपुर थर्मल पॉवर संयंत्र् में प्रचालन एवं अनुरक्षण विभाग में कार्य किया । तत्‍पश्‍चात उन्‍हें 23 वर्ष नैगम आयोजना अनुभाग में कार्यरत रहते हुए शीर्ष प्रबंधन के साथ मिलकर निगम के प्रबंधन में रणनीतिक स्‍तर पर कार्य करने का बहुमूल्‍य अवसर एवं अनुभव प्राप्‍त हुआ। इस कार्यावधि में विभिन्‍न स्‍टेक होल्‍डर्स जैसे कि संसदीय समितियां, संबद्ध मंत्रालय, प्रशासनिक संस्‍थानों सीईए योजना आयोग इत्‍यादि) एवं वित्‍तीय संस्‍थानों जैसे वर्ल्‍ड बैंक, एशियन डेव्‍हपमेंट बैंक आदि के साथ अति निकटता से कार्य करने का भी अनुभव उन्‍हें प्राप्‍त हुआ ।

अंतिम 6 वर्षो में वे एनटीपीसी की परामर्श सेवाओं के प्रभारी के रूप में विभिन्‍न उर्जा संस्‍थानों में प्रचालन, अनुरक्षण, इन्‍जीनियरिंग, परियोजना प्रबंधन इत्‍यादि क्षेत्रों में सेवाएं दे कर उनके प्रबंधन एवं दक्षता में सुधार के लिए निरंतर कार्यरत रहे। अपने 38 वर्षो के कार्य काल को पूरा कर वे जून 2016 में एनटीपीसी से कार्यकारी निदेशक के पद से सेवानि‍व़त्‍त हुये। दिनांक 29 अक्‍टूबर 2016 से श्री शर्मा छत ्‍तवीसगढ् राज्‍य विद्युत नियामक आयोग के सदस्‍य पद पर कार्यरत है ।

Function
    (1) The CSERC, under the provisions of Sec.86 of the Electricity Act, 2003, shall discharge the following functions:-

      a. determine the tariff for generation, supply transmission and wheeling of electricity, wholesale, bulk or retail, as the case may be, within the State. Provided that where open access has been permitted to a category of consumers under Sec.42, the State Commission shall determine only the wheeling charges and surcharge thereon, if any, for the said category of consumers.

      b. regulate electricity purchase and procurement process of distribution licensees including the price at which electricity shall be procured from the generating companies or licensees or from other sources through agreements for purchase of power for distribution and supply within the State.

      c. facilitate intra-State transmission and wheeling of electricity;

      d. issue licenses to persons seeking to act as transmission licensees, distribution licensees and electricity traders with respect to their operations within the State.

      e. promote co-generation and generation of electricity from renewable sources of energy by providing suitable measures for connectivity with the grid and sale of electricity to any person, and also specify, for purchase of electricity from such sources, a percentage of the total consumption of electricity in the area of distribution licensee;

      f. adjudicate upon the disputes between the licensees and generating companies and to refer any dispute for arbitration;

      g. levy fee for the purposes of the Act.

      h. specify State Grid Code consistent with the Grid Code specified by the Central Electricity Regulatory Commission.

      i. specify or enforce standards with respect to quality, continuity and reliability of service by licensees;

      j. fix the trading margin in the intra-State trading of electricity, if considered, necessary;

      k. discharge any functions as may be assigned to the Commission under this Act.



      (2) The State Commission shall advise the State Government on all or any of the following matters, namely:-

        i. promotion of competition, efficiency and economy in activities of the electricity industry.

        ii. promotion of investment in electricity industry;

        iii. reorganization and restructuring of electricity industry in the State;

        iv. matters concerning generation, transmission, distribution and trading of electricity or any other matter referred to the State Commission by that Government.


      (3) The State Commission shall ensure transparency while exercising its powers and discharging its functions.

      (4) In discharge of its functions, the State Commission shall be guided by the National Electricity Policy, National Electricity Plan and Tariff Policy published under Sec.3 of the Electricity Act, 2003.

csercThe Chhattisgarh State Electricity Regulatory Commission shall, in pursuance of the mandates of the Electricity Act, 2003 and of the National Electricity Policy, endeavour to provide the people of Chhattisgarh easy access to quality power - whether they live in the capital city or in the farthest corners of the State.

It will ensure that this vital development input is provided on commercial terms but is still affordable for the common man.

The Commission shall guide and facilitate reforms in the electricity sector in the State for the promotion of efficiency, economy, competition and consumer satisfaction. In this task it will seek the support and participation of all the stakeholders, especially the consumers.

It will further endeavour to foster such regulatory environment in the State as would promote investment in the sector to tap its vast thermal and hydel power potential and also of renewable energy resources while taking care of its environment.
